What the register should do
Use the register to turn obligations into owned, reviewable controls. For an SME, the value is not a long legal dump; it is a live table that shows what applies, who owns it, what evidence proves control, when compliance was last checked and what action is needed next.
This guide sits in the ISO 14001 documentation and 2026 update hub](/learn/iso-14001-2026). If you are still mapping the wider environmental management system, read the ISO 14001 documentation review guide](/learn/iso-14001-2026-documentation-review) before you rewrite forms, and use the plain-English ISO 14001 overview](/learn/what-is-iso-14001-environmental-management) to brief managers who are new to the standard.
Template preview: EMS-LOG-11 Compliance Obligations Register
The inspected workbook has three sheets: Compliance Register, Obligation Index, and Permits and Licences. The header identifies the document as EMS-LOG-11 and includes document-control details for template owner, issue date, revision and storage location.
The Compliance Register sheet includes these columns:
Obligation ID
Category
Legislation / Regulation / Permit / Commitment
Jurisdiction / Issuer
Applicable Activities / Aspects
Specific Requirements
Controls in Place
Evidence Reference
Responsible Role
Compliance Status
Last Evaluation Date
Next Evaluation Date
Change Identified
Action Required
CAR / Action Reference
Notes
Example entry: ENV-001 could be a waste-transfer obligation owned by the Operations Manager, with the evidence reference pointing to licensed carrier records, waste dockets and a dated compliance evaluation. Keep the example high level until you verify the actual law, permit wording or competent-advice source for your organisation.
Field-by-field guidance
Obligation ID and category
Give each obligation a short unique ID so it can be referenced from audits, environmental aspects, objectives and corrective actions. Categories can include legislation, permit, licence, regulator notice, customer commitment, landlord requirement or voluntary commitment.
Legislation, issuer and jurisdiction
Record the exact title of the obligation and who issued it. Do not rely on memory or copied lists from another business; the workbook itself warns that the organisation must determine its own applicable obligations and obtain competent advice where needed.
Applicable activities and aspects
Link the obligation to the activity or environmental aspects register review](/learn/iso-14001-2026-environmental-aspects-register-review) it controls. For example, a waste obligation might apply to maintenance, site clean-outs or packaging disposal, while a discharge consent might apply only to one site, drain or process.
Specific requirements and controls
Write the requirement in practical language: what must be done, what limit applies, what reporting is required or what records must be retained. Then list the controls that make it happen, such as inspections, contractor checks, permit conditions, training, monitoring or document review.
Evidence reference
Evidence should point to controlled records rather than vague statements. Useful references include permits, licences, monitoring results, waste records, inspection logs, regulator correspondence, training records, audit findings and corrective action records.
Responsible role and status
Assign a role, not just a person, so the register remains usable when staff change. Compliance status should be short and honest: compliant, action required, under review, not applicable, expired, or awaiting confirmation.
Evaluation and action fields
Use Last Evaluation Date and Next Evaluation Date to make reviews visible. If a change is identified, record the required action and link it to a corrective action or improvement reference so it is not lost in the spreadsheet.
Obligation Index and Permits and Licences sheets
The Obligation Index sheet gives a concise summary with columns for title, issuer, owner, review dates, status, source location and notes. Use it as the management-friendly view when you need to show what the business is tracking without opening every detail.
The Permits and Licences sheet is more operational. It records permit or licence ID, activity, authority, site or scope, issue and expiry dates, conditions, responsible role, renewal lead time, status, evidence location and actions. This helps prevent a common failure: knowing a permit exists but missing the renewal or reporting requirement.
Common mistakes to avoid
Do not treat the register as a one-off legal list. It needs owners, controls, evidence and review dates.
Do not copy obligations from a generic example without checking jurisdiction, site scope, permit wording and actual activities.
Do not leave evidence references blank. If you cannot point to a record, the obligation may not be controlled in practice.
Do not bury actions in notes. Use the action and CAR reference fields so follow-up appears in your corrective action process.
Templates and guides that help
The EMS-LOG-11 register is included in the ISO 14001 template pack](/packs/iso-14001). The pack also includes the environmental policy, environmental aspects tools, compliance-obligations support documents, audit checklists, schedules, management review documents and corrective-action records needed to connect obligations to everyday control.
