Integrated Management Systems for ISO 9001 and ISO 14001

An integrated management system (IMS) runs two or more management system standards as one system. For ISO 9001 and ISO 14001, that means one set of core processes for quality and environmental management instead of two parallel systems that duplicate each other. For a small business, integration is usually the difference between a system people use and one they maintain only for the auditor.

Why ISO 9001 and ISO 14001 fit together

Both standards follow ISO's Harmonized Structure, so their clauses line up with the same numbers and titles: context in clause 4, leadership in 5, planning in 6, support in 7, operation in 8, performance evaluation in 9 and improvement in 10. Much of the text in the shared clauses is identical. Where the standards differ, they differ inside that common structure, so one system can meet both.

What you can run once

These parts of the system can usually be single, shared processes:

  • Context and interested parties, reviewed together, with the environmental conditions ISO 14001 asks about alongside the business issues.
  • Policy, as one combined quality and environmental policy that meets the commitments both standards require.
  • Risks and opportunities, in one register covering both.
  • Objectives, set and tracked in one place.
  • Competence, awareness and communication.
  • Control of documented information, with one document numbering system and one approval process.
  • Internal audit, with one programme and audits that cover both standards.
  • Management review, with one meeting whose agenda covers the inputs from both standards.
  • Nonconformity and corrective action, with one process and one log.

What stays separate

Some requirements belong to only one standard, and integration shouldn't blur them:

  • From ISO 9001: customer requirements, design and development, control of external providers for product and service quality, and release and control of nonconforming outputs.
  • From ISO 14001: environmental aspects and impacts, compliance obligations and evaluation of compliance, operational control with a life cycle perspective, and emergency preparedness and response.

These fit into the integrated system as their own procedures and registers, connected to the shared processes above.

Certification

An IMS is a way of running your system. It isn't a separate certificate. You are certified to ISO 9001 and to ISO 14001, usually by one certification body, and many certification bodies can run combined audits that cover both standards in the same visit. A combined audit can take less time than two separate ones, because the shared processes are examined once, and a well-integrated system makes that easy for the auditor. Ask your certification body how it plans and prices combined audits.

How to structure the documents

  • One manual, if you use one, covering both standards, with a cross-reference table showing where each requirement is met.
  • Shared procedures for the common processes, with a clear section wherever a requirement applies to only one standard.
  • Separate registers for the standard-specific material: environmental aspects, compliance obligations, and approved suppliers and customer requirements.
  • One set of forms and logs for audits, reviews, corrective actions and training.

The most common failure is letting one standard dominate. An IMS built from a quality system with an environmental section added often underplays aspects and compliance obligations, and the reverse happens too. Check that each standard's specific requirements get the same attention as the shared clauses.

Editions

The current editions are ISO 9001:2026 and ISO 14001:2026. An integrated system has to track the edition of each standard, and transitions can be planned together to share the gap analysis, internal audit and management review. See ISO 9001:2026 and ISO 14001:2026 for what each transition involves.

Templates

Our Combined IMS pack is an integrated set of documents for ISO 9001 and ISO 14001: one manual, shared procedures, policies, forms and audit tools, and the environmental registers ISO 14001 needs. The pack page states the edition of each standard it follows. See the integrated pack overview and management review minutes in our free ISO templates.
